A paper report submitted to the Commission is a committee's official campaign finance disclosure filing for paper filers. If there are any discrepancies between the paper report and the electronic data file received from our data entry contractor, the paper report takes precedence.
The summary financial information and transactions disclosed in paper reports are data entered into an electronic format, and then stored in a downloadable file similar to electronically filed reports, known as a .fec file. Paper filings are data entered in a batch process; therefore, the Commission does not receive converted paper filings every day from our contractor. On days the Commission does not receive converted paper filings, an empty file (YYYYMMDD.nofiles.zip) will be placed on the FTP server. On days the Commission receives converted paper filings, a file (YYYYMMDD.zip) will contain that day's .fec files.
Forms 3, 3L, 3X, 5, 6, 7 and 24-hour and 48-hour independent expenditures reports are converted to .fec files. The Commission began this paper to electronic conversion process in October 2005. The first data file was uploaded to the Commission on December 8, 2005. All converted fillings are available on the FTP server.

Please note there are important differences between paper and electronic filing requirements. For example, paper amendments are not required to be complete replacements of the previous version of the report. As you process these files you will need to identify amendments and determine if the amendment is a complete replacement or a partial replacement of a previous version of a report.

These files provide format information about the FEC's converted paper filing format for versions 1.0, 2.x and 3.x. There are two Excel files for each version of the format. These files are the format and header files. The header row of the paper format indicates what format version was used for the filing. Match the paper format version with the version indicated in the names of these files.
