COMMISSION MEETINGS AND HEARINGS

ADVISORY OPINIONS

Extension of Time Received

AOR 2014-06 (Paul Ryan). On July 9, the Commission received an Extension of Time until July 24 on Advisory Opinion Request 2014-06. Congressman Paul Ryan, Ryan for Congress, Inc., and Prosperity Action, Inc. ask whether certain proposed activities relating to the publication, distribution, and promotion of a book written by Congressman Ryan are permitted under the Federal Election Campaign Act of 1971, as amended (the Act), and Commission regulations.

ALTERNATIVE DISPUTE RESOLUTION

The Commission made public four campaign finance enforcement matters that were resolved through its Alternative Dispute Resolution (ADR) program, as follows. For more information, see the case documents in the Enforcement Query System.

ADR 693 – Citizens United Political Victory Fund and Kevin Allen, in his official capacity as treasurer. The respondent agreed to (1) develop and certify implementation of a compliance operations manual and (2) pay a civil penalty of $4,000.

ADR 697 – Caesars Entertainment Corporation PAC and Lindsay J. Garcia, in her official capacity as treasurer. The respondent agreed to (1) attend an FEC seminar and (2) pay a civil penalty of $3,950.

ADR 702 – Republican Party of Florida and Jeff Howell, in his official capacity as treasurer. The respondent agreed to (1) develop and certify implementation of a compliance operations manual and a process to track receipt of, and response to, communications with the Commission and (2) pay a civil penalty of $6,500.

ADR 704 – Campaign for Working Families and Dorie Velezis, in her official capacity as treasurer. The respondent agreed to (1) develop and certify implementation of a compliance operations manual and a process to track receipt of, and response to, communications with the Commission and (2) pay a civil penalty of $8,200.

LITIGATION

Stop Reckless Economic Instability caused by Democrats, et al. v. FEC (Case 1:14-cv-00397-AJT-IDD). On July 3, the plaintiffs filed a Motion to Voluntarily Dismiss Plaintiffs Niger Innis and Niger Innis for Congress in the United States District Court for the Eastern District of Virginia. On July 7, the plaintiffs filed an Amended Complaint and a Motion to Amend and Supplement Complaint.

The FEC Annual Reports from 1975-2006 are now available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency's activities for each fiscal year.
